Why can't scientists synthetically produce ozone gas and patch the holes in the ozone layer?

I've just thought about this and been wondering why it can't happen. I ume it can't because if it could, it probably already would have. But I know that scientists can synthetically produce tons of things, including ozone, and I know there are holes in the ozone layer which are causing mive problems. So if both are true, why can't the produce ozone gas and then yze the ozone layer for holes and, in a way, "patch" the holes? I know its not as simple as I'm making it sound, but I just don't understand why it wouldn't be possible.
