If you call a cell phone in Europe from a landline in America how much does it cost and who pays it?

(I have done this several times over the course of a year probably talked a total of 6 hours, never heard about a bill from the person i was calling or my parents who presumably looked at phone bills-yeah i realize this wasnt a good idea)
