I have some small raised bumps under my eyes. Suggestions?

My Mom as them, so it may be heredity. I have tried Vitamin K cream and other eye creams. Nothing has worked so far. They have gone down at times, but reappear. Can I have them removed with laser surgery? Or would that be dangerous?
